Information regarding Appointments

Excerpt from the Saxon Higher Education Act, §60 Appointment from Professors:

(1) The professors are appointed by the rector. The authority for the civil-service appointment remains unaffected. §105 remains unaffected

(2) For preparation of the appointment recommendation, the faculty council will employ an appointment commission after a hearing from the rector’s office. There must be at least one expert belonging to the appointment commission. The professors have the majority of one seat on the appointment committee, the member groups according to § 50 paragraph 1 sentence 1 numbers 2 to 4 are appropriately represented. The chair of the appointment committee will be decided upon by the rector in accordance with the faculty council. If the agreement does not come within a time period of one month after the end of the application deadline, the rector will decide about the chairmanship.

(3) The appointment committee will create a substantiated appointment recommendation within nine months of the end of the application deadline and a comparative evaluation, which should include three names, and will then give it to the rector to take note of. If the deadline is not complied with, the rector will make a decision about the suspension of the appointment procedure. The appointment recommendation can also include names of people who did not apply. At the university, employees can only be recommended when there is a justified exception. Exceptions occur when the recommended person’s ability is clearly higher than the other applicants, already has a reputation at another university, or has received a research establishment. This limitation not apply.

1. For the appointment of a professor of a different university in a second professor appointment,

2. For junior professors who habilitated at a different university or who were academically active for at least two years outside of a university before being hired, and

3. For a substitute of the professorship, if its employment relationship with the university only lasts long enough for the substitute

The reasoning of the appointment recommendation must include the assessment of the teaching and research achievement, or the artistic achievement as well as the teaching evaluation. The rector will decide about the progress of the appointment procedure.

(4) The faculty council will vote over the appointment recommendation of the appointment committee and will make the vote within one month after the rector’s decision, according to section 3 sentence 8. Before the vote over the professor’s appointment, the tasks of the patient care in the University Clinic should be observed and the agreement from the board of the University Clinic should be sought after. The agreement should be given if there is no justified doubt regarding the suitability of the person recommended in regards to the tasks that need to be completed in the University Clinic. The rector is not tied to the vote in the faculty council. If they would like to deviate from the faculty council’s vote, this is to be discussed with the dean’s office. If the rector intends on appointing one of the recommended people, they will run the appointment hearing or will appoint a member of the rector’s office to do so. They can determine a deadline for the acceptance of the appointment. If the rector chooses not to appoint any of the recommended people or declines the appointment, the appointment committee is to be summoned for a new appointment recommendation. In any other case, the rector will suspend the appointment procedure in agreement with the senate.

(5) Details of the appointment procedure is regulated by the university by ordinance.

(6) For the transitional exercising of professorship tasks, sections 1-5 do not apply.

(7) The personal and factual setup of the range of tasks by professors will be determined for a period up to five years. Appointment commitments are subject to the approval of funds by the state parliament and government regulations on the distribution of positions and funds. Appointment commitments made in the past for an unlimited period are to be reviewed and limited in accordance with sentence 1.

Procedure Help for Applying for the Title “Adjunct Professor” (apl. Prof.)

I. On the basis of an application from the faculty and independently of internal faculty preliminary procedures, the faculty council passes a resolution to apply for the award of the title of “adjunct professor” to Ms./Mr. XY. At the same time, if the candidate is a member of the university and has been assigned teaching and research tasks to perform independently (§ 65 Para. 1 SächsHSG), the transfer of the membership status of a university teacher can be applied for. According to § 65 paragraph 1 in association with §58 Paragraph 1 numbers 1 to 3 and 4 SächsHSG, the candidate is required to:

  • i.a. Habilitation or equal academic achievement
  • At least our years of teaching in the subject area

Further, the rector’s office has determined additional intramural-applicable criteria:

  • The necessary four-year teaching activity in the subject area should be completed after the habilitation is complete.
  • The teaching activity completed in this time should have a minimum amount of two semester hours.
  • Of this, at least one year of teaching activity at the University of Leipzig should be proven in case the candidate is not already a university professor or adjunct professor at a different university.
  • If the candidate is not a member of the University of Leipzig, they should complete a consistent teaching activity totalling two credit hours for a foreseeable time.
  • If the intention is to credit courses other than lectures, seminars, internships or similar, their share in meeting the minimum requirement should not be more than a quarter of the total teaching performance. This applies in particular to the "Instructions for scientific work" (doctoral supervision).

  • Further personal documents

II. The faculty council will decide whether the application will be pursued or not. It will make a decision regarding the suggested evaluators and will appoint them upon a positive vote.

III. After the assessment is received, the faculty council will vote about the application for the bestowal of the title.

IV. The faculty’s application regarding the awarding will be given over to the prorector for structural development. The decision regarding the appointment to Adjunct Professor/apl. Professor and the awarding of the title lies with the rector. He/she will discuss this with the rector’s office first.

V. The awarding of the title is not tied to a certain subject area.

Procedure for the Appointment of a “Honorary Professor”

Honorary professors take on the teaching responsibilities part-time or have a constant academic or artistic working relationship alongside it. They can, at the same time, be a professor at another university, however, cannot work full-time at the University of Leipzig (see SächsHSG §65).

I. Based on the application from the faculty and independently of faculty-internal preliminary proceedings, the faculty council will vote on the application of the appointment of Mr./Ms. XY to honorary professor. According to §65 SächsHSG, the candidate will have the same requirements as full-time professors so (see SächsHSG 358 section 1, number 1 to 3):

  • Completed university degree,
  • Pedagogical aptitude and university-pedagogical knowledge
  • Special capability for academic work which has usually been proven through a doctorate, or special capabilities through artistic work, and
  • Further academic achievements (habilitation or similar achievements).
  • In justified individual cases, proof of outstanding subject-related performance in practice and pedagogical suitability must be provided.

Further, the rector’s office has determined some further intramural criteria that are applicable:

  • Assumed teaching responsibilities of the candidates at the University of Leipzig should have a scope of two semester hours.
  • The teaching assignment should exist at least one year before application.
  • During the application, the candidate’s commitment should be on hand that they could complete, in a foreseeable time period, further consistent teaching achievements in the scope of around two semester hours.
  • If the application justifies already-existing working relationships, these should have existed for at least a year at the University of Leipzig and, perspectivally, continue to exist or expand in the foreseeable future.

Principally, the completion of teaching responsibilities has a higher priority than academic working relationships.

  • Suggestion for three external evaluators (with at least two outside of the University of Leipzig)
  • Resumé/CV
  • Certificates of the candidate (Doctoral certificate, Habilitation certificate, certificate regarding the license to teach as notarized copies)
  • Index of academic publications
  • Index of academic presentations
  • Index of lectures (with detailed explanation of the activity based on topic semester-wise, type of event and scope in semester hours) or depiction of content, goal and form of the current working relationships with the University of Leipzig
  • Further personal documents

II. The faculty council will decide whether the application will be pursued or not. It will make a decision regarding the suggested evaluators and will appoint them upon a positive vote.

III. After the assessment is received, the faculty council will vote about the application for the bestowal of the title of honorary professor.

IV. The faculty’s application regarding the awarding will be given over to the prorector for structural development. The decision regarding the appointment to Honorary Professor and the awarding of the title lies with the rector. He/she will discuss this with the rector’s office first.
